The insurrection in the Philippines continues to aggravate the serious condition in which Spain has been placed by the state of affairs in Cuba.
There appears to be no doubt that the Governor General allowed himself in the first instance to be taken by surprise, and that owing to the absence in Mindanao of nearly all the available forces of the Colony the position of the central Government was at one time somewhat critical.
The situation has no doubt been to a great extent retrieved by the zeal and energy displayed, but the feeling of insecurity which still exists is shown by the reinforcements which are being sent every successive week from Barcelona.
The Duke of Tetuan in alluding to the subject informed The Marquess of Salisbury K.G. &C., &C., &C.
